The report also endorses Carter’s advisor Kip Meek’s allocation plans for the mobile broadband spectrum which would leave Vodafone and O2 enjoying their 900Mhz spectrum allocation. However, Orange and T-Mobile would have to wait for their allocation - only available on the changeover to digital TV.
